I think the best approach here will be to ring the council and tell them the tree is overhanging your property and that you would like it trimmed. I have had experience with councils before who go ballistic if you touch trees on council property. They will take you to court if you aren’t careful. I know the law states that when a neighbour’s tree is overhanging your property then you have every right to trim the branches (within reason). Some councils are a law above themselves so I don’t think this will apply in your case. Give them a call and see what they say.
