[Don Foster] If the broken bolt is under the surface, the block has to go to a machine shop for drilling and retapping. If 1/2″ or so is sticking out of the block, you should be able to get a stud remover on it. Or you can try Vise-grips, but they usually chew things up. Use PB Blaster or Kroil, soak it several times a day for a week or more. (WD-40 and Liquid Wrench are totally worthless except as tar solvents.
