If you have already fled the complaint with paypal then you are now in a wait-and-see situation. Ebay may have suspended the seller/store but this does not mean the seller has closed his/her bank account. The ebay store may have collapsed, but the seller cannot be forbidden from shipping anything already paid for, as the arrangement of sale is between you and the seller: ebay is just an intermediary. When the seller says they cannot ship it seems possible that the seller does not have the items……which would be a good reason for the account being closed. On the plus side, there is a possibility: IF there is money in the seller’s bank account account and you have a legitimate complaint, then paypal can access the account and withdraw the money. The Paypal process has them send an e-mail to the seller and let you know of the rsponse. If the seller admits a problem, and confirms a refund is OK, then Paypal will do it.
