the ‘base’ has to be firm before applying any sand at all. so it should be whacked if need be, apply sand and whack again reapply if necessary ( it often drops level as its compacted. and screed it level, ( do not forget a Small slope for rain run off etc) apply paviors and whack again with silver sand application being used. brush off and job done. the more you compact the base/sand layers under the paviors the better it will stand up to loading ( car/walking etc) over it’s surface without moving. note heavy loading over same area eg a van etc will in almost all cases move the paviours just as the roads you see move ( rut) when heavy lorries continuously travel over the same part of the road.
