The film does not say that the ATF shot first. It presents both sides of that issue and leaves any conclusions about which side is telling the truth to the viewer. However, the fact that all of the evidence that would provide proof or a preponderance of evidence as to which side shot first was either destroyed or made to disappear by FBI and ATF agents, the only logical and honest deduction is that it was the ATF who fired first. That conclusion has been confirmed by interviews with many who were present after the film was completed.
