For CAP goods only, Customs have agreed with the RPA, that when the time and date, (notified to Customs) at which the goods are due to leave the Approved premises is reached, the goods may be moved without formal Permission to Progress (P2P) being received. (Subject to fulfilling CAP licensing requirements where a licence is necessary for the goods to be exported or imported).
