i think that a good length for a skirt is when it is a little bit above or past the fingertips

A skirt must be short enough to keep it fashionable but long enough to cover the subject. Well so if from an estimate of 5 steps down a staircase you can see the person’s panties then it is too short. Or if the lady crosses her legs and you can see her butt and/or the panties then it is too short to be a skirt. Basically a good measure would be done with the person wearing the skirt sitting down or bending over so that the maximum a skirt travels up the legs can be seen and hence from there you measure out how much more skirt should be available to cover up whatever the customer feels should remain unseen. On average I would say about 1 open hand width from thumb to pinky from the tip of the panties between the legs should be sufficient as a short skirt. Otherwise it will not be a skirt anymore and just an attempt at dignity or the lack of. Sorry about the handwidth part I think my hand is really big. So maybe 3/4 a foot would be fine. I mean the real measurement not my foot this time.
