Yes. Please refer to the “SPECIAL NOTE FOR LANDSCAPING” in the contract proposal. Please refer to the CONSTRUCTION section, on page 15 of 69 in the proposal. The first paragraph of section 3.4 (Site Layout) reads as follows: “Before digging of planting holes or beds, lay out, by suitable staking and labeling, the location of all planting holes and beds, and obtain the Engineer’s approval. Have soils from each area tested and determine what site preparation will be necessary based on the test results observed and physical conditions of the site.” It is expected that the project will be bid in accordance with this section.
