The official estimate is less than 9% at present. But the definition is broad, and includes as employed those with just part-time employment, family members who do not earn a definite income, if any at all, who work in, say, small family farms or sari-sari stores. It excludes those who want to work but have given up finding for lack of work; and students who want to work but cannot because of certain constraints. Consider also that the minimum income is so low it is difficult to survive except on day-to-day basis. I think the minimum should be upped. People should have a decent place to call home, with all basic necessities — food, clothing, education for all kids, utilities and transport, and there is some savings for contingencies and some for entertainment. If you take all of the above and figure it in, my best guess is at least 40% are either unemployed or underemployed, and living in difficult circumstances.
