Students meeting all of the degree requirements of the department will receive the masters degree if they fail to finish their PhD requirements. Note that most NPS departments require a thesis or participation in a Group Project report. (More information can be found in the requirements of the individual departments at www.nps.edu. Note that leaving the program without completion of a PhD will probably be a cause for requiring payback as discussed in the other questions.
