As an admin user, the User Refresh “Opened” icon is visible in the menu bar. Does this mean that my account could be Sealed?

No, User Refresh Mac can only Seal local standard users – not admin users. For any admin user, the only icon that shows up in the menu bar (if configured to be visible) is the Opened icon.
