As a residential dwelling, I am on a private well and septic system and do not receive any bill for water or sewer service. Do I have to pay the Bay Restoration Fee?

Yes. However, the fee collection is not effective until October 1, 2005. The County Government in which you reside is responsible for collecting the “Septic” Fee, which will be $30 per year per septic or holding tank.
