As a public body, we are required to award contracts to the lowest responsible bidder. What does “responsible” mean?
A. Responsible means per statute, the ability to complete the contract in accordance with its requirements, including but not limited to requirements pertaining to: • Experience; • Moral Integrity • Operating Capacity; • Financial Capacity; • Credit; • Workforce; • Equipment; and • Facilities Availability See N.J.S.A. 18A:18A-3x.
