Aren’t the costs for some programs and services fully covered by revenues and shouldn’t they be excluded from reductions?
In order to be truly fully cost covered, program or service revenues must cover all direct and indirect (overhead) costs. Some City programs and services cover a large portion of these costs, but most are not 100% cost covered by revenues. As such, every program and service is subsidized to some degree by the General Fund.
