I would go beyond the expression, finer details. I would say that the wealth of information and details that was available with the commission was not properly marshalled and utilised. It is in the Annexure but never fully set out and unravelled in the main text of the report. This is despite a wealth of documents, correspondence and interrogations at the commission’s disposal.
