Though Gandalf and Saruman (in the books add: Radagast, Pallando, and Allatar) are called wizards by humans, they are not one. They are not conjurers of magic nor are they masters of spellcraft. Gandalf and Saruman needs not to “do” magic because they themselves are the “powers”. Both “wizards” are Maiar in reality – angelic-like beings sent to middle earth to help. They don’t do magic at all though their powers may seem magical to humans. (Consider angels.. angels don’t do magic because they already posses a power that is innate to them). Elves such as Galadriel and Elrond can also perform magic. Galadriel thwarted evil from Lothlorien while Elrond summoned a flood (in the books).
