Are wing pods for carrying the cargo permitted? Is removal of the pods for a different mission flight a modification to the aircraft structure?

Wing pods may be used for carrying the payload. The pods may be removed to change payload, but must be re-installed for each mission flight (they may be empty for one of the payloads, and used for the other payload if desired).
