If the wall was built when there was only soil on the other side then all it had to do was hold that soil and it’s own place,sounds like after nearly thirty years it’s done not a bad job.If however the drive way was added after the wall was built and now it has to carry not only the weight of the drive,but vehicle weight too,then they are responsible for the damage not only to their drive,but the damage to your wall.The addition of the drive is beyond the walls Original design.So,it’s a chicken and egg question,who built what first.As for normal rules,the dividing wall,if built on your property is always your resposibility,forever.If it built on the boundary line it’ll be shared and say so in the deeds.
