Yes. For assignments outside the European Union and also in Germany, VIA are issued with a service passport which exempts them from requiring any visa. As regards European countries, a valid passport suffices. N.B. service passports can only be issued to applicants of French nationality. European applicants, as such, may only apply for a VIA in Europe or in countries which do not require service passports.
