Yes absolutely. New ones use 4-stroke motors and are EPA certified. Older ones use 2-stroke engines and are only legal if they can pass emission standards in place at the time they were manufactured. The above is true if you intend to plate a Vespa in Florida, if you intend to just ride through Florida on an out-of-state plate there are no restrictions. You cannot ride a 50cc model on the highway, but you can certainly ride the larger ones, although to keep up with traffic you will need something like a 150cc and larger. That requires a motorcycle licence.
