Are vendors allowed to provide partial quantities or is that the same as backorders?
Vendors are not supposed to fill partial orders unless they have discussed this with the customer and have made acceptable arrangements. Some vendors have multiple warehouses and it is possible that an order will appear to be shipped in partial orders, but the actual case may be that the items are shipped from different stock warehouses.
