I would agree with you that beliefs are based on values. I would qualify that though by saying beliefs are based on personal values. I have known many “religious” people who have thought that as long as they go to church and say “sorry” on Sunday that allowed them to be as nasty and unpleasant as they wished to be Monday through Saturday.

Values should be based on beliefs. Otherwise there is little reason in believing. Most members of my church do not lower their values and change their beliefs. I have met a few out of thousands. I have moved a lot and so have attended more than 20 LDS churches all over the country. I have met a handfull of members who try to explain away their actions. The church has not changed its values for over 150 years. They are the same as they were. Christ and Father are both the same yesterday, today, and forever. The truth of living is the truth of living.

My values are based on beliefs and my beliefs are based on values! I think religion is a guideline.
