Are UNDP staff going to receive special training so they can better implement the new policy?
Yes. The UNDP staff will in many cases need to become more familiar with the human rights instruments of the United Nations. Many will also need to learn more about capacity development for governance, including human rights. In addition, many will participate in the learning exercise about what human rights mainstreaming really means and how it can improve the quality of what we do. Question 11: How can UNDP integrate human rights into its work in countries where there are systematic violations of human rights? Answer: There are countries where it is going to be very difficult to integrate human rights concerns into UNDP programmes. Some governments will not like to hear any mention of human rights in the context of the UNDP programme. In such situations arguing over words probably does less good than practical interventions which can reduce poverty, give children education, strengthen the rights of women, etc. And it should be remembered that these efforts help promote human rights,
