Are unaccompanied minors always charged discounted adult fares?

I begun canvassing early last month for flights to the Far East and was informed by several travel agents that unaccompanied minors are charged the discounted adult fare plus unaccompanied minor fees per segment. The children’s fare is usually 25% less than the adult fare. The airlines were Cathay Pacific, Korean Air, and I believe Air Canada too. I’m fine with this if it’s an industry practice. As an aside, with all the troubling news about the airline industry, why don’t they just start discounting their prices for the peak summer season as well!
