No they aren’t.The rails do carry a low voltage electricity though.That is used by the signal system to actuate the signals.The train wheels shunt the track causing the signals to activate.For the rail to be magnetic the electricity would have to be wrapped around the outside of the rail forming an electromagnet, not running through the rail like it does.
