Are Tier 2 facility operators required to give positive response?
• Positive response refers to the practice of the operator notifying the excavator that it does not have any underground facilities in the area of the proposed excavation. This practice is not a requirement for operators of Tier 2 facilities. All other operators of underground facilities are required to notify the excavator if the operator has no facilities in the area of proposed excavation. This notification can be given by telephone, email, or marking the area all clear.
