Yes, TI-84 is permitted. If you don’t believe me, check out the calculator page on the ACT website: http://actstudent.org/faq/answers/calcul… I know plenty of people who have used TI-84 (I have a TI-83) and haven’t been kicked out, so you are perfectly fine.
