The Israelites got it from the Code of Urukagina, well over 4,000 years ago. The oldest, known extant Code is the Code of Ur-Nammu which dates to 4,000 years ago (roughly after the rise of monotheism and Judaism). The 10 Commandments is a sort of distillation of the Babylonian and Sumarian Codes, however there are over 600 other Mosaic Laws (see Exodus, Leviticus and Deuteronomy), Deuteronomy being the book attributed to having been written ONLY by Moses and having been adulterated by King Josiah when he reformed the Temple and Judaism to fit his new-found Codes. The legend in the N.T. says Josiah preserved Dueteronomy as it was originally written, but history indicates that the original scrolls no longer exist and the law was re-written. They consider his reign, at least by biblical historians, to be the destruction of the pagan religions, purification of the Temple of Solomon, and the return of Passover to the Jewish faith.
