Yes. The employer in Canada initiates the Provincial approval to work in Quebec on behalf of an applicant. HRSDC and the Provincial approval body then liaise to finalise an approval or refusal. HRSDC then sends the employer a letter confirming the decision. If the offer has been approved HRSDC will liaise directly with the Canadian Consulate General in Sydney to download an electronic copy of the worker’s worker’s Labour Market Decision.
