Yes. Public Act 260 of 1978, effective 2004, expanded the definition of food service to include catering and coffee service. In July 2005, a letter was sent to all state department directors by David Hollister, then director of the Department of Labor & Economic Growth, describing the catering services available from vendors in the Michigan Commission for the Blind’s Business Enterprise Program. In October 2005, a DMB memo sent to all administrative officers provided guidelines for state government departments and agencies when planning functions with food and beverages in state buildings.
