In theory, the risk of animal care and control ordinance punishment is for a motivation to change behavior. But most dog owners do not believe their dogs to be dangerous or the owners to be abusive or neglectful. So the perception is that these animal care and control laws are for ‘other’ dogs, problem dogs, but not their dog.
