Are there regulations that protect air space or views at a county or city level?
Yes there are regulations for air space. ..The FAA will control air space by an airport. Cities have height restrictions on buildings which take into account both the desires of the community as well as such items as how the cities fire engine ladders will reach. This gets translated into zoning. In addition there may be CCRs that come into play in certain areas such as Skyline. There are also situation where specific lots have restrictions for heights or view corridors. So yes there are restrictions but they vary greatly.
