Being Maltese, I guess I can answer your question… yes in Malta there are state owned schools which are free of charge, church schools owned by the local Catholic church which do not against payment yet ask for a donation and independent/private schools owned by different entities which are quite expensive. These three types of schools are found throughout all levels: primary (which starts at age 3/4-10/11), secondary (11-16 yrs) and post secondary (16-18 yrs). Then there is just one university which is free of charge for undergraduate courses yet against payment for any part-time or other courses like Masters etc.
