Are there preferences (or strict limits) on how the 24 months of IGERT funding for each trainee can be split up?

The 24 months may be cumulative but the PI should avoid making the funding very fragmented, as this could be interpreted as simply sharing the IGERT funds with other funding sources which is not permitted. It is expected that trainees will be supported in 12-month increments.
