Are there penalties for non-compliance with program requirements?
As specified in the statute and regulations, any person who does not comply with the program requirements may be found guilty of an infraction and/or subject to civil penalties of up to $1,000 per violation. For example, consumers who certify 45 or more days late may be assessed a $500 penalty, and those who certify more than 90 days late may be assessed an additional $500. See 14 CCR Section 17974.
