To allow for multimedia and other high bandwidth content which are expected to proliferate on the CEN, the Commission recommends that districts and library systems have inter-building T-1 level networks prior to July 1, 2004 and optically-based networks on or before July 1, 2008. Installation of wireless equipment will not be acceptable as the primary means of access to CEN, except where a major renovation of the building is planned within 3 years.
