Any U.S. resident in a non-restricted state that is 18 or older and has a valid Visa, Mastercard, or confirmed PayPal or NETeller account. Players must be of legal age in their respective jurisdiction. The rules governing contests, and tournaments with entry fees and/or prizes are set up by each individual state, not by the federal government.
