Are there laws supporting the HBCU/MI Program?
President George Bush issued three Executive Orders on HBCUs, Hispanic Higher Education, and Tribal Colleges and Universities, that directly impact the Army HBCU/MI program. HBCU: On February 12, 2002, President George W. Bush signed Executive Order 13256 on HBCUs. This Executive Order transferred the White House Initiative on Historically Black Colleges and Universities to the Office of the Secretary within the U.S. Department of Education and established the President’s board of Advisors. Hispanic Higher Education: On October 12, 2001, President George W. Bush signed Executive Order 13230 to establish the President’s Advisory Commission on Educational Excellence for Hispanic Americans. The Commission is charged with strengthening the nation’s capacity to provide high quality education while increasing opportunities for Hispanic American participation in federal education programs.
