Are there guidelines and instructions for Section 28 augmentations?

In addition, Financial Operation Units annual summer departmental budget training classes cover Section 28.00 in detail. The training also discusses the document for making the related change to appropriationsthe Budget Revision. Section 28.00 contains the reporting requirements and administrative requirements for the spending of monies received from entities external to the State, such as monies from the federal government or local entities. Since Section 28.00 does not appropriate additional federal funds received by departments, Section 8.50 operates in conjunction with Section 28.00 to appropriate additional federal funds received. Other monies received must be reimbursements or be appropriated in some other manner.
