Living Expenses and Gifts to Expectant or Birth Parents making an Adoption Plan Assistance with Living Expenses is allowed for the following (State of Wisconsin): Pre and Post Adoptive counseling for an expectant or birth mother of the child and alleged or presumed father of the child. Services Provided by a licensed child welfare agency in connection with the adoption. Expectant mother’s or birth mother’s living expenses necessary to protect the health and welfare of the mother or child. Your social worker will assess, with you, what is allowable under WI Stats. 48.913. All living expenses must be reported to the court at the time of the termination of parental rights. Maternity clothes for the child’s birth mother that are directly purchased with your social worker or reimbursement of your documented costs.
