Are there any tax incentives state, local, or federal for personal consumers to use biodiesel?

This varies state to state. In Oregon at present (3/2004) there are no tax incentives for using biodiesel. There is a provision in the hotly debated Federal Energy Bill that would reduce the federal excise tax on biodiesel 1-cent for every percent used in the blend up to $0.20 (B20). Not a huge tax break but a very good place to start!!
