No. You do not have to be a member of the Sixth Circuit’s bar in order to register for an ECF account. But you must be a member of the Sixth Circuit’s bar before your registration can be approved and before you can file a document in a case, other than your initial appearance form. If you are not a member of the bar and you submit your ECF registration you will be notified how to apply for bar membership. There are no training requirements, but the court strongly recommends that users review the courts ECF Training Web Page before attempting to file a document.
