Yes. As a result of feedback received from applicants on last year’s Funding Opportunity Announcement, Reclamation made several changes to improve the application process and are more fully described in the Funding Opportunity Announcement: • Instructions for preparing and submitting a full proposal are not included in the Funding Opportunity Announcement, but will be provided to applicants selected from among the initial application submissions received by January 31, 2011, in response to the Funding Opportunity Announcement.
