Are there any protections against a raters conflict of interest or bad rating?
Safeguards are in place to ensure broad consistency and prevent conflicts of interest. In addition to specific Code of Ethics training, there is extensive training to develop and rate all exams in the same way and on the same factors, as described below. In addition, all raters must sign conflict-of-interest clauses prior to conducting any rating. These clauses are both general and specific about what constitutes a conflict.
