Dear Mr. Loftus, We have received the Draft Statement of Work for the “Motor Carrier Efficiency Study” and wish to offer a few comments and suggestions for structuring this work. By way of background, it appears that FMCSA is considering two separate procurements related to this work: • Selection of a “conductor team”, or a team of industry stakeholders who would perform a study to identify freight inefficiencies, propose wireless based solutions, and then conduct a field test or demonstration to document the costs and benefits of the proposed solutions, and: • an Independent Evaluator who would work with FMCSA to ensure the field tests and demonstrations produce useful data, lead collection and analysis of the data, and summarize costs and benefits of proposed wireless solutions.
