The CSRS plan has been a closed system since January 1, 1987. All federal employees, on board before January 1, 1984, that have or had five years of service creditable for CSRS retirement as of January 1, 1987 are the only employees eligible to participate in the CSRS plan. I do not know of any plans to change to change the retirement benefits.
