The IV-D officer should include both in-state and out-of state-actions in the CSRA referral. There is no requirement that IV-D offices provide CSRA-related services to non-IV-D families. It is appropriate for IV-D offices to request an application for IV-D services from a non-IV-D family requesting CSRA-related services. Due to the limited number of cases that can be accepted for prosecution by the local USAO, it is imperative that IV-D provide a complete referral package.
