Yes. In addition to production licenses, which are required for deploying live solutions, there are also developer, and development licenses. Developer licenses, which are free of charge to commercial or in-house developers, allow the initial development of automated publishing solutions. This type of license includes the debug version of InDesign CS4 Server. Development licenses are for use by customers who have finished developing a solution but want to deploy it in a staging or testing environment. This license is sold at a significantly discounted price and cannot be used for live production. It also does not include the debug version of InDesign Server.
