Yes. The Interim Regs provide that, in the case of a dependent child whose coverage ended, or who was denied coverage (or who was not eligible for coverage) due to being over aged (but who has not yet attained age 26), notice must be given advising of the new eligibility terms providing an opportunity to re-enroll/enroll in the health plan for at least 30 days from the date notice is given.
