If you want to put a built in cellar in your basement it is highly recommended that you use a proper vapor barrier and insulation between all 4 walls, ceiling and floor. Yes, even the floor, especially if it is concrete and that is part of the foundation. Concrete absorbs moisture and temperature, it will keep absorbing until the whole connected areas are the same temperature.  You not only want to make sure that the vapor barrier is sealed but that any conduit, light fixtures, receptacles, knobs or any opening is completely sealed. Moisture will find any way it can to get into the cellar, once it does mold can become a serious issue.

If the cellar is free standing in a basement and the walls do not have a vapor barrier and good insulation, in many areas of the country condensation on the exterior walls is a distinct possibility. If the dew point surrounding the room goes much above 60 degrees we are going to be concerned.
